अमृतसर [रमेश शुक्ला सफर]। पाकिस्तान में पिछले करीब तीन सालों से हिंदू परिवारों का पलायन जारी है। करोड़ों में खेलने वाले हिंदू परिवार सब कुछ लुटा कर भारत पहुंच रहे हैं। न जेब में पैसा और न ही पासपोर्ट पर भारत में स्थाई तौर पर रहने की इजाजत। फिर भी हिंदू परिवार पाक छोड़ रहे हैं ताकि उनका मजहब बचा रहे, इज्जत रौंदी न जाए और ईमान टूटे ना। तालिबान का दो टूक कहना है या तो अपना मजहब छोड़ दो या फिर मुल्क।

पाकिस्तान में तस्वीर अब और भयानक होती जा रही है। हिंदू परिवारों को जबरन पिस्तौल के बल पर मुसलिम बनने के लिए मजबूर किया जा रहा है। यही वजह है कि भारी गिनती में हिंदू जान बचाने की खातिर धर्म परिवर्तन कर रहे हैं। कहीं राम अली बन रहा है तो कहीं राम दुलारे रहमान अहमद। अब पाकिस्तान में रहने के लिए हिंदू परिवारों के पास एक ही विकल्प बचा है कि वह धर्म परिवर्तन कर लें।

पाकिस्तान में तालिबान समर्थक साफ कहते हैं कि या तो धर्म बदल लो या फिर देश। ऐसे में पाकिस्तान को ऐसे हिंदू परिवार अलविदा कह रहे हैं जो कि मुसलिम नहीं बनना चाहते। सोमवार को समझौता एक्सप्रेस से दरवेश कुमार का परिवार भारत आया। इस परिवार में कुल सात सदस्य शामिल थे जबकि दूसरा हिंदू परिवार उमेश का था। उमेश के साथ उसकी बूढ़ी मा, पिता, उसकी पत्नी व तीन बच्चे शामिल थे। दोनों परिवारों ने जो दास्ता सुनाई वह रौंगटे खड़े करने वाली थी।

दोनों परिवारों ने बताया कि पाकिस्तान में हिंदू परिवारों पर कहर ढाया जा रहा है। सिंध प्रात में जबरन हिंदू परिवारों को मुसलमान बनाया जा रहा है। उनके जानने वाले व कुछ रिश्तेदारों ने इस्लाम अपना लिया और अब वह पाकिस्तान में ही रह रहे हैं। दरवेश के अनुसार उनका पड़ोसी राकेश अब अब्दुल बन गया है। धीरू राम का नाम रमजान अली रख दिया गया है। उनके रिश्तेदार बावन राम अब मोहम्मद अकील व राम दुलारे अब रहमान अशफाक बन चुके हैं। ऐसे में अब पाकिस्तान में हिंदू परिवारों के सामने दो ही विकल्प हैं या तो देश बदल लें या फिर मजहब।

नई दिल्ली [वीणा सबलोक पाठक]। करीब 10 साल की छोटी बच्ची है कुसुम। भावी जीवन के ख्वाब देखने के बजाय वह देखती है ज्यादा से ज्यादा बीड़ी बनाकर खूब सारा पैसा कमाने के सपने। इसके लिए वह दिल लगाकर काम भी करती है। काम भी कैसा? बीड़ी बनाने का। यह कोई एक मात्र बच्ची नहीं है, जो बीड़ी बनाने के काम में लगी है। देश भर में इस काम में लाखों की संख्या में बाल श्रमिक लगे हैं, लेकिन बात अगर मध्य प्रदेश के सागर की हो, जहा देश की 60 प्रतिशत बीड़ी बनाई जाती है, वहा भी अधिकाश बीड़ी बनाने का जिम्मा महिलाओं और बच्चों पर ही है।

मध्य प्रदेश का पिछड़ा क्षेत्र बुंदेलखंड और उसका भी पिछड़ा इलाका है सागर। बड़े उद्योगों और विकास से कोसों दूर, जीवन मानो मजदूरी पर थम-सा गया है। मजदूरी भी साधरण नहीं, बल्कि धीमा जहर। जी हा, जिस बीड़ी उद्योग में प्रमुखता का सेहरा सागर के सिर पर बाधा जाता है, उस उद्योग ने बच्चों को जर्जर और निर्बल बना दिया है।

संविधान में प्रावधान कुछ भी हो, कानून की किताबों में कुछ भी लिखा हो, सरकार दावा कुछ भी करती हो, लेकिन अकेले सागर में ही पाच से 15 वर्ष तक की आयु के एक लाख से भी अधिक बच्चे इस काम में लगे हुए है। ककहरा सीखने की आयु में इन्हें सिखाया जाता है पत्ती काटना, तंबाकू भरना और बीड़ी बाधना।

बीड़ी बनाने के धंधे में मजबूरीवश शामिल बच्चों ने जाना ही नहीं कि बचपन क्या होता है। होश संभालते ही इनके मासूम कंधों पर होती है अपनी और परिवार की अनचाही जिम्मेदारी, जिसका बोझ उम्र से पहले ही इन्हें धीर, गंभीर और परिपक्व बना देता है।

गरीबी, भुखमरी, लाचारी इन्हें जीवन की उदात्त तरंगों, बाल सुलभ उमंगों और मुस्कराहटों से कोसों दूर ले जाती है। दमघोंटू वातावरण में कार्य करते हुए इनका शारीरिक, बौद्धिक और मानसिक विकास नहीं हो पाता है। इस उद्योग में लगे अधिकाश बच्चे कब बीड़ी बनाते-बनाते उसे सुलगाने के आदी हो जाते हैं, यह उन्हें खुद भी पता नहीं लगता है। साथ ही छोटी आयु में ही टीबी जैसी जानलेवा बीमारी से ग्रसित हो इलाज के अभाव में दम तोड़ देते हैं।

एक अनुमान के मुताबिक, यहा काम करने वाले लगभग 30 प्रतिशत बच्चे इस बीमारी से पीड़ित हैं। अधिकाश बच्चे बहुत छोटी उम्र में ही परिवार के दूसरे सदस्यों की देखरेख में बीड़ी बनाना सीखते हैं।

12 वर्षीय सुनीता छह वर्ष की आयु से बीड़ी बना रही है। शुरुआत में दिन भर में वह 100 से 200 बीड़िया बनाती थी, लेकिन अब वह इस कार्य में इतनी पारंगत हो गई है कि एक दिन में हजार से भी ज्यादा बीड़ी बनाकर पारिवारिक आय में बढ़ोतरी करती है। बीड़ी बनाने का कार्य ठेके पर होता है। पाच-सात उद्योगपतियों के लिए चार सौ ठेकेदार बीड़ी बनवाने का काम करते हैं।

यों तो पुराने शहर के लगभग प्रत्येक मोहल्ले के घर-घर में बच्चे और महिलाएं बीड़ी बनाने का कार्य करते है, लेकिन भगवानगंज, शनीचरी, शुक्रवारी, मछरयाई आदि मोहल्ले बीड़ी बनाने के लिए ही जाने जाते हैं, जबकि आस-पास के गावों की निर्भरता भी इसी एक उद्योग पर टिकी है। प्रारंभ में उद्योगपति कारखानों मं बीड़ी बनवाते थे, लेकिन अब कानूनी पेचीदगियों से बचने के लिए मजदूरों को कच्चा माल प्रदान कर उनके घरों पर बीड़ी बनवाते हैं और इस उद्योग के कर्णधार बच्चों का मजदूरों की सूची में कहीं कोई नाम नहीं होता।

शहर का एकमात्र उद्योग होने के कारण मजदूरी आसानी से सस्ते दामों पर उपलबध हो जाती है। फलस्वरूप उद्योगपति मजदूरों का जबरदस्त शोषण करते हैं। यही कारण है कि आज भी अधिकाश बीड़ी मजदूर भुखमरी के कगार पर हैं। बच्चों को तो इस बात का ज्ञान भी नहीं होता कि इनके साथ अन्याय हो रहा है। फलस्वरूप मालिकों के मनमाने व्यवहार के चलते बालश्रम सस्ते दामों पर आसानी से उपलब्ध हो जाता है।

हालाकि संविधान के अनुच्छेद 45 में 14 वर्ष की आयु के समस्त बालकों को नि:शुल्क और अनिवार्य शिक्षा का प्रावधान है, लेकिन इस उद्योग से जुड़े बाल श्रमिक शिक्षा और स्वास्थ्य जैसी प्राथमिक आवश्यकताओं से भी वंचित रह जाते हैं। जो बच्चे स्कूल जाते हैं, वे भी साल दो साल में पढ़ाई छोड़ देते है और इस काम में इतने रम जाते हैं कि पढ़ाई उन्हें बोझ प्रतीत होने लगती है। ऐसे ही 13 वर्षीय सुभाष जिसने किसी प्रकार दूसरी कक्षा तक पढ़ाई की, लेकिन अब वह स्कूल नहीं जाना चाहता। पढ़ाई से अधिक आकर्षण उसे बीड़ी बनाकर मिलने वाले पैसे का है।

बच्चे संपूर्ण मानवता का अस्तित्व और राष्ट्र की ऐसी धरोहर होते हैं, जिस पर देश का भविष्य निर्भर करता है। यही कारण है कि बाल श्रमिकों को शोषण से मुक्त कर उन्हें उचित अवसर प्रदान करने के लिए देश में नित्य नई योजनाएं बन रही हैं। हजारों संस्थाएं इस पर कार्य कर रही हैं और संविधान में भी इनके लिए पृथक व्यवस्था की गई है। बालश्रम की रोकथाम के लिए देश में एक दर्जन से भी अधिक कानून हैं।

संविधान के अनुच्छेद 29 में 14 वर्ष से कम आयु के बच्चों को किसी कारखाने या संकटमय नौकरियों की मनाही है। अनुच्छेद 39 में कहा गया है कि राच्य यह सुनिश्चित करेगा कि बच्चों के स्वास्थ्य और उनकी शक्ति का दुरुपयोग न हो। शैशव और युवावस्था को शोषण व नैतिक परित्यागों से बचाया जाए।

बालकों को संकटमय नौकरियों से रोकने के लिए स्वतंत्रता पूर्व से ही गंभीरता से प्रयास किए जा रहे हैं। वर्ष 1930 में सर्वप्रथम बालक नियोजन अधिनियम बना, जिसमें 14 वर्ष से कम उम्र के बच्चों को कारखानों में काम करने पर प्रतिबंध लगाए गए। 'खान अधिनियम' 1952 भी 15 वर्ष से कम आयु के बालकों को खानों में कार्य करने पर रोक लगाता है। बागान श्रम अधिनियम 1951 और बालक [श्रम गिरवीकरण] अधिनियम भी इसी दिशा में उठाया गया एक महत्वपूर्ण कदम है, लेकिन इन तमाम नियम-कानूनों से न तो बच्चों के माता-पिता को और न ही उनसे बीड़ी बनवाकर धनवान हुए उद्योगपतियों को कोई मतलब है।

जब हमने ऐसे ठेकेदारों से बात करना चाहा तो अत्यंत ढिठाई से वे इस बात से मुकर गए कि छोटे-छोटे बच्चे इस काम में लगे हुए हैं। जब उन्हें सबूत दिखाए गए तो उनका कहना था कि हम क्या करें, जब माता-पिता ही बच्चों से यह काम कराना चाहते हैं।

दूसरी ओर अभिभावकों को इसमें कोई बुराई नजर नहीं आती। उनका कहना है कि अगर बच्चे घर के खर्च में थोड़ा हाथ बंटा दें तो गलत क्या है? लेकिन अभिभावकों, ठेकेदारों और उद्योगपतियों की खींचतान में पिस रहा है बचपन, देश का भविष्य और भावी भारत का भावी नागरिक।
